The Horizon Group recently broke ground on 9900 West, a seven-story condominium building in Bay Harbor Islands with 23 units priced from $1.55 million to $5.5 million.
Douglas Elliman Development Marketing is handling sales and marketing for the property, which was designed by Frankel Benayoun Architects and is slated for completion in the fourth quarter.
